ZSS Server failed with new z/OS version 3.1

Issue/Introduction

After upgrading our z/OS 3.1, Zowe doesn't work anymore.
The Zowe server is working fine but the ZSS Cross Memory server fails at start up time with the message:
"error: z/OS version = 0x01030100, max supported version = 0x01020500 - CAA fields require verification"

Environment

z/OS 3.1
Zowe version before 2.11

Cause

Version of Zowe i2.9.0 is not compatible with z/OS 3.1.

There is an OS version check that prevents the LE related code from running on an unsupported z/OS version.
This protects the code from using CAA incorrectly in case it gets updates with the OS. 

Resolution

Upgrade Zowe to v2.11.0, which is the minimum Zowe version compatible with z/OS 3.1
