Give users access to see PC Transplant captures

Issue/Introduction

When using PC Transplant (PCT) to capture personalities, users need to be able to see the capture so they can deploy it.  What rights do users need?

Resolution

Give users read rights to Organizational Views > Default > Software Component > Personality Resource

This will give the users rights to see the packages that have been captured so that they can then deploy them.
