Team Investment allocation values get altered in Project Staff module

Issue/Introduction

When a resource in a Team investment has calendar Shifts set from 8AM - 3PM then when you allocate the Team to a Project in Modern UX and enter an allocation value in the per period metric of the project the value changes when you tab and click away.  

Steps To Reproduce

1. Create a labor Resource 'A' and change Calendar shift to 8AM - 3PM 
2. Add the resource 'A' to a Team investment together with other resources
3. Allocate the Team to a Project with duration 
4. On the Project - Staff page, configure page to display 'Per-Period Metrics' for Allocation.
5. In the Project 'View Options' set 'Number Decimal Display' to 'Auto'
6. Enter a an allocation value of say 1 and then tab or click away

Expected:

The value one (1) should remain intact in the Allocation field

Actual:

The Allocation value gets altered to 1.02222

Workaround: 
In the Resource Calendar shift page, alter the time into two slots;

eg: 8AM - 12 PM
      1PM - 3 PM
