Issue/Introduction

STEPS TO REPRODUCE:

1. Login to Classic Ui.
2. Navigate to Timesheet Options -> set Display Unit to Days.
3. Navigate to Modern UX -> Administration -> Timesheets. 
4. Create a Rule with below options.
    Resource :- Active = Yes
    Timesheet Total :- Timesheet Daily Total != 1
    Message :- Daily total shouldn't be less than or greater 1 day
5. Create second rule with below options.
    Resource :- Active = Yes
    Timesheet Total :- Timesheet Grand Total != 5
    Message :- Weekly total shouldn't be less than or greater than 5 Days
6. Open up a timesheet and add atleast 8 assignments.
7. Populate each assignment with values ranging from 0.05 to 0.20. Essentially we want all the 7 time entries to be filled up in Fractions.
8. Ensure that Daily Total = 1 and the Weekly Total = 5.
9. Submit the Timesheet

Expected Results :- Timesheet is submitted successfully.
Actual Results :- Timesheet is not successfully submitted and throws Timesheet validation error even though the conditions match.
