Timesheet performance issue and notes counter mismatch

Issue/Introduction

In Timesheets, there is a performance issue with various use cases when adding detail line item notes and opening the Timesheet Notes page. When the Notes page opens, the counter displays incorrect values. The 'approvableResources' API call is taking more than 10 sec.

Expected Results: The popup should load faster and the Notes counter values should be correct. 

Actual Results: The Notes popup takes more than 10 seconds to load. You will see the count mismatch and this mismatch is carry forwarded to Review & Approve Page as well when we close the popup.
