RXAPI service stopping after updating to Automation Point and updating ooRexx to 5.0 from 4.2.0

Issue/Introduction

RXAPI windows service stopping and wont start after updating ooRexx to 5.0 from 4.2.0

AP seems to still be working fine and has no issues.

Environment

Automation Point 11.7 and above

Windows 

Resolution

AP does not need the rxapi service to be active... 
The service is only needed for specific new function of ooRexx.. 
And at this moment AP isnt using these new functions... 

When ooRexx needs the service, it will start it.
