IM login fails after the wrong password is entered multiple times. This issue clears up after thirty minutes or so
These are the messages captured in the hub.log
login - denied; user <username> has too many login failures, try again in #### seconds
Any UIM version
User are locked out per the settings in the Hub Advanced Settings, in this example the Lock Out Time setting is 30 min.
