Day 2 operations for deployments with on-demand load balancers recreate the load balancer or fail

Issue/Introduction
When deploying an NSX on-demand load balancer in Aria Automation 8.16.x and above, then updating the deployment, the on-demand load balancer may be recreated without reason.
When attempting to delete the deployment or perform a scale out operation for the machines connected to the load balancer, the operation fails with an error similar to the below:

Environment
VMware Aria Automation 8.16.x
VMware Aria Automation 8.17.x
Cause
The on-demand load balancer description resource that is created during (pre) allocation is set to be deleted 9 days after creation.
The load balancer description resource contains the network information for the load balancer.
Any Day 2 operations performed on the deployment after the description is deleted and will fail.
Resolution
VMware by Broadcom is aware of this issue and a fix is being considered for inclusion in a later release.
Workaround
Contact Broadcom and open a technical support case. The current workaround requires the recreation of the missing load balancer description records and execution of a script that periodically clears the expiration time on the load balancer description resources, to prevent their deletion.
