Both Vertical and Horizontal Scrollbars do not show on Timesheets consistently

Issue/Introduction

Summary: Navigate to Approve and Review tab of Timesheets, notice Vertical Scrollbar is missing. User has to use the Search/Filter to get to the Resource needed. 

Steps to Reproduce: 

1. Login as a user with Timesheet rights to MUX 
2. Navigate to Timesheets, select a resource and add more than 10 Tasks to the Timesheet 
3. Configure all the available columns 

Expected Results: Vertical and Horizontal Scrollbars are present.  

Actual Results: Neither are present. 

Workaround: None.
