Rally- Iteration CFD from Reports and Team Board do not match

Issue/Introduction

Why do we not get the same information from the Iteration CFD on the Reports page and the CFD (scoped to the same time period) on the Team Board page?

Cause

The main difference between the Reports Iteration CFD and the Smart CFD (Team Board)  is that the Reports chart only considers work items that are actually tagged to the given iteration. The Smart CFD (Team Board) counts any artifacts that were on the board during the time window, regardless of what iteration they're assigned to
