restmon related template is not showing in Setup wizard > Remote and Cloud > RESTful API Monitoring is blank or errors out with Oracle backend

Issue/Introduction

Trying to create/push monitoring template is unavailable or blank from Setup wizard > Remote and Cloud:

 

or the following with 20.4 CU10:

 

Environment

Version: 20.4 CU10, 23.4, 23,4 CU1
UIM Database: Oracle
Component: Operator Console

Resolution

Resolution to be included in CU2 for 23.4.
Resolution to be included in CU11 for 20.4.

A workaround to this problem until the above updates is released is to create the mcs profile via Inventory/<Host>.
