[VMC] Access to the Log Forwarding UI fails with "Error In Loading Application"

Issue/Introduction
Accessing the VMC on AWS Log Forwarding UI using an Organization Member account fails with the below error.

Resolution
- Access Cloud console using an 'Organization Administrator' account.
- Go to Identity & Access Management from the VMware Cloud Services icon, then click Active Users.
- Adjust the Service Role for the affected users by replacing 'All Instances' with the specific instance/region that the user's organization is under.

- Try accessing the Log Forwarding UI using the 'Organization member' account.
