Alerts are lost if the SOI manager is offline

Issue/Introduction

When the SOI manager is unavailable and the connector sends those alerts, they are lost and not cached anywhere.

SOI =< 4.2

The issue has been diagnosed and fixed and will be introduced in the next GA version of SOI Manager (4.3)
