Staffing Grid performance with Remaining Availability and Group By

Issue/Introduction

When Remaining Availability is added to Staffing Grid metrics and a Group By is used for any columns, performance degradation is observed 

Steps to Reproduce

1. Use a very large dataset with large number of active projects 
2. Navigate to Staffing Grid, use a view that returns Allocation, Actuals 
3. Group by Resource
4. Note the timings
5. Now add Remaining Availability as well to TSV
6. Note the timings

Expected Results: The grid should return the data in a reasonable time

Actual Results: The grid take over a minute and may take longer depending on the dataset size

DE80331 partial optimization was done in 16.2.2 and 16.1.3.4 and full optimization fix is done in 16.2.2 patch 1
