After Export To CSV, Notification Bell No Longer Displays

Issue/Introduction

After upgrading to 16.2.1, the notification does not display the number representing completed tasks, such as completed Export to CSV

STEPS TO REPRODUCE:

1. Upgrade to 16.2.1
2. Go to Modern UX Project > Task > Actions > Export to CSV
3. Wait until background job completes, and monitor the Notifications icon.

Actual Result: Although the message banner showing export completed, the notification does not display the updated number showing new notifications.
When clicking on the notification bell icon, it does display the exported file.

Expected Result: The notification icon should display the updated number with alerts, denoting new notification with red dot 

Environment

All supported clarity release 

Resolution

• Notification are pull and push events and those events are triggered in the system every 3-5 minutes to ensure system are not overloaded, so once the export is finished wait for 3-5 minutes and the bell icon will show an alert
• If the system is configured with ppmbroker (microservice) which uses the web socket pull and push events and then user are expected to see the alert almost real time as soon as export is completed
