Rally: Add New button on Steps tab of Test Cases is Disabled for a user who has Editor access

Issue/Introduction

A user with Editor access tries to add Test Case Steps to a Test Case but the Add New button is disabled.

Resolution

Clear cache (for all time) in your browser to see if that resolves the issue.  You can also try Incognito mode as a test.

If that doesn't resolve the issue, please open a support case with the Rally Support Team.
