Issue/Introduction
If the above error is seen when populating a cost plan it means that an exchange rate is not set up for the currencies in question as well as the timeframe covered by the plan.
There could be several scenarios.
Resolution
If you receive the error when trying to populate from team and assignments and there are no actual costs on the investment
Make sure the correct matrix is associated on the investment.
Make sure the exchange rates (project currency and billing currency) are set correctly.
If you receive the error on populating assignments and there are actual costs on the investment
In addition to the above
Check the rate matrix for the matching row for each resource for their currency.
If a resource is in the matrix with a different currency type when the plan tries to populate it will look at the currency type in matrix and use that to do the exchange rate conversion.
An example was a resource had transaction actuals showing to the correct project and billing currency (ABC) and no ETC, however, they had a matching row in the matrix using a different currency (XYZ) so when the plan tried to populate with the actual units to get the planned cost it could not find a matching exchange rate for XYZ to ABC conversion.
Once the exchange rates were updated for ABC/XYZ and XYZ/ABC the plan populated correctly.
