Error "ADSSI001 3617" allocating VSAM dataset in DISK Backup and Restore

Issue/Introduction

Encountered a problem allocating a dataset VSAM dataset which required Extended Format with Disk.

Extended VSAM dataset failed with:
ADSSI001 3617 IGD17170I EXTENDED ADDRESSABILITY REQUEST NOT HONORED FOR DATA SET                              
ADSSI001 3617 ABCD.EFGH.VSAM.CLUSTER                                                                      
ADSSI001 3617 BECAUSE DATA SET IS NOT ELIGIBLE FOR EXTENDED FORMAT,                                           
ADSSI001 3617 ALLOCATION CONTINUES 

Environment

DISK R14.0

Cause

Determined there was a problem within SMS ACS routines. 

Resolution

1. Specify SMSALLOC parm with 'N', SYSPARMS parm with 'B' and Run Restore with NOLOAD. 
   This will just allocate empty dataset without loading any data.
   
   e.g. RESTORE DSN=ABCD.EFGH.VSAM.CLUSTER,NOLOAD,SCRATCH
   
   
2. Identify the DATACLASS from LISTCAT for the file.
   
   
3. Confirm if the data class from LISTCAT in #2 has Extended Addressability.

Additional Information

Disk does not pass the class names to allocation process when SMSALLOC parm was set to default value 'N'.

This process will also help us rule out the possibility of any Disk issues.

To Restore the file again with data, use the following work around.
 
Run Restore after specifying SMSALLOC parm with 'Y', SYSPARMS parm with 'B' and DATACLAS= parm in RESTORE command.

e.g. DSN=ABCD.EFGH.VSAM.CLUSTER,DATACLAS=COMPRESS,SCRATCH
