New UX Timesheet Total column doesn't work as expected with locale as German

Issue/Introduction

The total column in the timesheet does not work as expected.
When a value is passed into the total column the hours usually are distributed linearly over the working days. But not in the 16.2.1 and locale settings german and with Decimal places having a value. 

Steps to Reproduce:

  1. Classic UI -> Timesheet Options -> Allow Entry of Line item totals –> Enabled
  2. Classic UI -> Timesheet Options -> Decimal Places -> 2
  3. New UX -> User Profile – Language as English, Locale as German
  4. Navigate to Timesheets in New UI
  5. Add a task on Timesheet
  6. Populate totals as 10
  7. 2 hrs are distributed for each day
  8. New UX Administration – Feature Toggles -> Time Entry Decimal Precision and Increments -> Enabled
  9. Navigate to Timesheets in New UI
  10. Add a task on Timesheet
  11. Pass value as 20

Expected Results: The totals should be distributed evenly across the week. 

Actual Results: The system does not accept the value passed on the totals. 

Workaround: 

Disable the New UX toggle by using Navigating to New UX Administration – Feature Toggles -> Time Entry Decimal Precision and Increments -> uncheck enabled
(or)

Remove the decimal places in Classic UI by Navigating to Classic UI -> Timesheet Options -> Decimal Places -> 0

Cause

Due to DE80281

Resolution

DE80281 is not reproducible in v16.2.2.

Additionally the feature toggle has been extended for one more release and will now expire in 16.2.3
