Currently user issues LOGON APPLID(xxxxx) DATA(xxxx) from outside TPX. Is there any way to pass parameters to an application via TPX logon (maybe something I can add to the ACT member)?

Yes. SessionData for an application can be defined either at the user level or the profile level.
Example from the User level:

SessionData represents up to 60 characters of data that should be passed by TPX when the application session is being activated. This could include ACL symbolic parameters like &USERID.
To display no SessionData and override the data set at the profile level, type a blank in the field
