Question:
Even if EEM is running ok and all tests from SOI to EEM are ok we are unable to add/import new user from EEM to SOI UI and receive errors like "EEM sever not available". How to fix this error?

Answer:
In case if EEM has no problem but is installed as load balancer (2 EEM servers working as a load balancer) then you have to add both EEM server details in comma separated format in the SOI Administration WebUI in 'EEM Configuration'
Steps:
1. Go to CA Service Operations Insight Manager Configuration > EEM Configuration
Add EEM_Server_1,EEM_Server_2
2. Go to CA Service Operations Insight UI Server Configuration > EEM Configuration
Add EEM_Server_1,EEM_Server_2
