On a Chart Portlet, there is an inconsistent display of units on the Y Axis when a minimum and maximum value is set. I reduced the 'minimum' and 'maximum' values and also set the display units to Day time.
Assuming that the display units only affects the data points and not the values on Y axis, as soon as the change was made the units on Y axis changed to dates rather than months.
This behavior is inconsistent since we do not know how the 'minimum' and 'maximum' is affecting the display of units on the Y axis. Initially it is years, then months and then weeks (based on the 'minimum' and 'maximum' values set)
Steps to Reproduce:
Expected Result: The Y axis should be consistent for the changes before and changes after entering the minimum and maximum value
Actual Result: The Y axis is not consistent for the changes before and changes after entering the minimum and maximum value

Resolved in CA PPM 14.3 Generic Patch #3.
Highcharts determines which date format to display based on the range covered by the axis minimum and maximum. We will not attempt to override that behavior. We fixed the issue that has the date range starting with 1970 when there is no explicit range set - the minimum and maximum will be calculated from the dataset being graphed. Also we removed the date format option list from the X and Y axis options for dates as they have no effect on what Highcharts chooses.
