Master Keys show up as pending state and accepted state on Aria Config

Issue/Introduction

• Master Keys show up as pending state and accepted state on Aria Config.
• This happens when RAAS does not have access to its db, that the master attempts contact with raas and gets an error (RAAS cannot access any data without the db). Once the master gets the error, it assumes that it's current RAAS key is invalid and requests another one.

Resolution

• This is a known issue affecting Aria Config 8.x version and is fixed in 8.13.1
