TCA 3.x how to set the default config for management cluster level to create workload cluster

Issue/Introduction

If TKG has a solution via updating the value of variables in /root/.config/tanzu/tkg/providers/config_default.yaml to fix some issue or require. TCA need guide user to complete this solution from TCA perspective and related changes won't be lost after restarting pod.

Symptoms:

TKG can specify the configure of cluster in /root/.config/tanzu/tkg/providers/config_default.yaml, then create clusters. This setting is management cluster level, will impact all workload clusters which variables target to in the management cluster.

Cause

Currently TCA runs TKG in a pod and doesn't persistently store the manual changes which happen in the pod.

If directly update the content of /root/.config/tanzu/tkg/providers/config_default.yaml in the pod. After pod is restarted, the manual configuration will be lost.

Resolution

Follow TKG solution guide to prepare a TcaTKGConfig CR instance as below (The format of variable configure is <$VARIABLE_KEY>:<$VARIABLE_VALUE>, like variable ETCD_EXTRA_ARGS etc.)
