This KB address the cause and the fix for this issue

Symptoms:
When trying to enable workload management on vsphere we see get the below error message:-
API request to Authorization Manager (vpxd) failed. Details 'ServerFaultCode: The user or group named 'wcp-cluster-user-domain-c8-c2ba5d12-335c-4db3-8b64-5002f0ea93b4' does not exist

Environment

VMware vSphere 7.0 with Tanzu

Cause

The "localos" Identity Source was missing from the vCenter Identity Sources.

Resolution

please add the Identity source with the name "localos"

To Add identity source:-

Login to vCenter->Menu-> Administration-> Single Sign on-> Configuration-> Identity source->Add
