Limit to the layers of container image in VIC

Issue/Introduction

Symptoms:
Deploying an image or template results in the following error: Failed to write to image store: [post /storage/{store_name}] [500] WriteImage default &{Code:500 Message:ServerFaultCode: XML element depth exceeds configured maximum 100

Environment

VMware vSphere Integrated Containers 1.x

Cause

Image or template being deployed has more that 100 layers.

Resolution

Reduce the number of layers per image to less than or equal to 100.
