Issue/Introduction

Symptoms:
RabbitMQ service is not starting on new install on Windows Server 2016 OS and the message generated is as follows:  

Service smarts-rabbitmq starting... 
Starting service with command line: "sm_rabbitmq.bat" "--ignoreme" 
Waiting for service to finish 
Program exited with return code 0

VMware Smart Assurance - SMARTS

Cause

Smarts Service Assurance Manager (SAM) for Windows Installer does not include the bundle of 2013 Visual Studio C++ Runtime libraries. Microsoft discontinued bundling Visual Studio 2013 VC++ Redistributable on Windows 2016 Server releases.

Smarts does include the 2005 and 2008 Visual Studio VC++ Redistributable in the installation bundle.

Resolution

Install the 2013 Visual Studio C++ Runtime libraries through the Visual Studio 2013 VC++ Redistributable package from Microsoft to resolve the issue.

Navigate to following URL:
https://visualstudio.microsoft.com/vs/older-downloads/

Scroll Down to the "Other Tools, Frameworks and Redistributables" section and expand the section.

Download the "Visual Studio 2013 VC++ Redistributable" package and install the run-time components that are required to run C++ applications that are built by using Visual Studio 2013.
