Management domain upgrades are not possible while there's any failed vROPS workflow

Issue/Introduction

Symptoms:

• If any vROps workflow is in a failed state, vROps will appear in SDDC Manager as in ERROR state.
• While vROps is in a ERROR state, upgrading the Management domain will be blocked.

Resolution

To resolve this issue, roll back the failed vROps workflow. Once vROps is reported as healthy the upgrades will be available on the Management domain.
