Issue/Introduction

Symptoms:

Recommission host failing with an error 'Failed to allocate IPs from networks with error'

Host was decommissioned due to hardware failure, reimaged and attempt was made to re-add to same IP configuration.

VMware Cloud Foundation 4.x
