The is known issue being investigating by VMware Engineering.
Workaround:
To workaround this issue, please follow the steps below:

Update the AD credentials in the SDDC Manager Password Management (domain\domain_username).

On each Iaas node update the credentials as below::

Log in the node VM.
-
Open Services.
-
Sort the list by "log on user".
-
For all the 'domain/domain_username' services, right click on the service and open Properties and update credentials in log on tab.

Restart service.
-
Update the AD credentials in the AD domain so that they reflect the password change.

Open an SSH to the SDDC Manager VM and change to root user:
su -
-
Refresh the vRSLCM environment within SDDC Manager by running the below command from the SSH session on the SDDC manager VM:
curl -X PUT localhost/vrealize/vrslcm/environments?product=VRA
