Deploying VMware NSX for vSphere 6.x Controller fails with the error: Failed to power on VM NSX Controller

Issue/Introduction

Symptoms:

  • Deploying VMware NSX for vSphere 6.x Controller fails
  • In the NSX manager User Interface (UI), you see the error:

    Failed to power on VM NSX Controller
  • Running the show log command on the NSX Manager console displays error similar to:

    Caused by: com.vmware.vshield.vsm.inventory.vcoperations.VcTaskFailureException: core-services:1501:The task failed on VC. For more details, refer to the rootCauseString or the VC logs:A general system error occurred: Connection refused.

  • In the C:\ProgramData\VMware\VMware VirtualCenter\Logs\vpxd.log file on the vCenter Server, you see entries similar to:

    2015-07-16T23:42:40.281Z error vpxd[7FAF7D2C9700] [Originator@6876 sub=HttpConnectionPool-000001] [ConnectComplete] Connect failed to <cs p:00007fafa4221ed0, TCP:localhost:8088>; cnx: (null), error: N7Vmacore15SystemExceptionE(Connection refused)

    Note: The preceding log excerpts are only examples. Date, time, and environmental variables may vary depending on your environment.
  • Running the /etc/init.d/vmware-vpx-workflow status command in the vCenter Server appliance, you see that the service is not running:

    VMware vCenter workflow manager is not running
    .
  • In the Windows services on the vCenter Server, you see the VMware vCenter workflow manager service with a status Stopped

Environment

VMware vCenter Server 6.0.x
VMware NSX for vSphere 6.2.x
VMware vCenter Server Appliance 6.0.x
VMware NSX for vSphere 6.1.x

Cause

This issue occurs because the Workflow Manager fails and is unreachable.

Note: This issue affects VMware vCenter Server 6.0 that manages ESXi 5.5.x and ESXi 6.0.x.

Resolution

This issue is resolved in VMware vCenter Server 6.0 Update 1,

To work around the issue, restart the VMware vCenter workflow manager service.

Note: Restarting this service does not impact virtual machines. The restart of the service only refreshes the User Interface (UI).
