vCenter Server allows up to 8 concurrent vMotion migrations per ESXi/ESX host (10 Gb per second on the network) in vSphere 5.x when both the source and destination hosts are fitted with 10 Gb NICs.
This issue occurs because regardless of the port group if 1Gb NICs are attached to the vDS, vCenter Server determines the maximum number of concurrent vMotion migrations based on the minimum of all link speeds (1 Gb). If the minimum link speed is 1 Gb, 4 concurrent vMotion migrations are allowed.
