For customers with the Portal Administration ACL permission:

1) Sign in to UMP as a user whose ACL has the "Portal Administration" permission.

2) Make that user's pages be the pages you want new users to have by default.
Use the Add Page link and the Add Application and Layout Template menu items in the dock to do this.

3) Do the following to change the user's pages to the read-only them
 a) Click My Account in the dock.
 b) Click the My Pages link on the left.
 c) Click the Private Pages tab.
 d) Click the Look and Feel tab.
 e) Click the UMP read-only theme at the bottom.

4) Do the following to export the user's pages:
 a) Click the Export / Import tab.
 b) Enter a file name such as default_user.lar in the text field.
 c) Click the Export button, follow the browser prompts, and remember where the file was saved.
5) Copy default_user.lar to the  directory: .../probes/service/wasp/webapps/ROOT/WEB-INF/classes
6) Edit  .../probes/service/wasp/webapps/ROOT/WEB-INF/classes/portal-ext.properties
and change the default.user.private.layouts.lar property's value from
 ${catalina.home}/webapps/ROOT/WEB-INF/classes/default_user_private_nms.lar
to
 ${catalina.home}/webapps/ROOT/WEB-INF/classes/default_user.lar.

7) Deactivate and reactivate wasp.

New users will acquire the pages in default_user.lar with the read-only theme.  If the user's ACL does not have the "Portal Administration" permission, the user cannot access Control Panel in the dock or change the theme. The read-only theme will not allow the user to add, delete, move, or rename pages or portlets.

Note that steps 5 - 7 must be redone after upgrading UMP.
