"Troubleshoot a VM" is empty for users with limited access in vRealize Operations Manager 6.7 and higher

Issue/Introduction
Symptoms:
- Troubleshoot a VM dashboard is empty when the user does not have admin access for at least one VM.
Environment
VMware vRealize Operations Manager 7.0.x
VMware vRealize Operations Manager 6.7.x
Resolution
This is a known issue in vRealize Operations Manager.
This behavior will be addressed in a future release of vRealize Operations Manager.
Workaround:
To workaround this issue, check Allow access to all objects in the system from Objects while editing permissions of the User or Group.
