Resolution

This error can happen when the Collector is installed on a "customized" version of Windows 2003 with extra features for hardened security or by a GPO set restricting certain local rights or the collector account is misconfigured.
First, verify that the Collector service is configured to run as a use that has local Administrator rights. Click Start>Control Panel>Administrative Tools>Services. Double-click "VMware Capacity Planner Service". Click Log On. Ensure the account listed under This account is an Administrator. Do not use the Local System account selection.
If the collector is configured correctly, take any one of these steps to resolve the issue:
  • Install the Collector on a standard version of Windows 2003 Server
  • Remove the Internet Security Hardening package from Start>Control Panel>Add/Remove Programs.
  • Install the Collector on Windows XP Professional
