Installing vCenter Converter Standalone on a localized Windows XP or Windows Server 2003 might fail

Issue/Introduction
When you install vCenter Converter Standalone on a localized version of Windows XP or Windows Server 2003, the installation fails with error 1920. In particular, this failure is observed when the machine on which you install is part of a domain whose domain controller is also running the same localized operating system.
Environment
VMware vCenter Converter Standalone 4.0.x
Resolution
You can use one of the following workarounds to resolve the issue:
Move the machine on which you install vCenter Converter Standalone out of the domain and into a workgroup .
Create a group called Domain Admins (or its equivalent translation for the locale) in the Active Directory domain to which the machine belongs, and then perform the installation of vCenter Converter Standalone.
