Resolution

The -Start parameter in the Get-VIEvent cmdlet fetches the events from ESX/vCenter Server as per the local regional data and time settings of the proxy machine where the PowerCLI script is running.
For example, if you have JST time set up on your proxy machine and UTC for your ESX host, the events generated after UTC + 09:00 are retrieved as per the JST time.
