Installing or upgrading to vCenter Server 5.x fails with the error: The Microsoft SQL server express edition installer returned error code: "2227044356"

Issue/Introduction

Symptoms:

• Cannot upgrade or install vCenter Server 5.x
• Upgrading/installing vCenter Server 5.x fails
• vCenter Server 5.x fails while installing SQL Server Express Edition
• You see the error:
  
  The Microsoft SQL server express edition installer returned error code: "2227044356"

 

• In the SqlSetup_local log files, located at %temp%, you see entires similar to:
  
  Attempting to get execution timestamp
  Timestamp: 20140517_222858
  Attempting to run user requested action from local setup100.exe
  Attempting to launch process C:\Program Files\Microsoft SQL Server\100\Setup Bootstrap\SQLServer2008R2\x64\setup100.exe
  Process returned exit code: 0x84BE0004
  Local setup100.exe returned exit code: 0x84BE0004
  Attempting to release setup mutex
  Setup mutex has been released
  Setup closed with exit code: 0x84C40013

 

Environment

VMware vCenter Server 5.5.x
VMware vCenter Server 5.1.x

Cause

This issue occurs if the Microsoft performance counter registry is corrupted.

Resolution

To resolve this issue, rebuild the Microsoft performance counter library.
