Cause

This issue occurs when the randomly generated password for vmuser contains "$_".  The prior substring in the password field is replaced during the import scripts for Update Manager which causes password inconsistencies.

Resolution

This issue was resolved vCenter Server Appliance 6.7.0b, build 8832884.  For more information see: Full Patch for VMware vCenter Server Appliance 6.7.0b.

Workaround:
To work around the issue, change the Update Manager database password and perform the vCenter Server 6.7 upgrade again. For further information on resetting the Update Manager password see: How to change vSphere update manager database password.
