Newly created firewall sections/rules are not reflected in the NSX-T UI and API

Issue/Introduction

Symptoms:

• Newly created Firewall sections are not displayed in the NSX UI or Rest API.
• Same behavior is observed for the Firewall rules.
• Newly created firewall rules are not applied to the VMs or Containers.
• The schedule activities are queued up: 

GET /nsxapi/api/v1/operational/activityframework/scheduler/statistics

* The total_queued is constantly increasing.
* In a healthy environment. the total_queued should be near 0.

Environment

VMware NSX-T Data Center
VMware NSX-T Data Center 2.x

Cause

Some activities are pending for acknowledgments endlessly and are blocking the execution of the followings ones.
