NSX Manager doesn't send syslog messages with TCP protocol

Issue/Introduction
- syslog protocol is TCP.
- You can see kernel messages from NSX Manager on remote syslog server.
- You may not see audit logs, system events, and any other application messages from NSX Manager on remote syslog server.
Environment
VMware NSX for vSphere 6.4.x, versions below 6.4.5
Cause
This issue is caused by the incorrect syslog message format configuration on NSX Manager.
Resolution
This issue is resolved in VMware NSX for vSphere 6.4.5
Workaround:
You can avoid the issue by setting the syslog protocol to UDP.
