Symptoms:
BGP neighbors cannot be added to an edge when FIPS mode is enabled.
Addition fails with error "[Routing] Password of BGP neighbor cannot be configured in fips enabled NSX Edge from version 6.3.0"

Resolution
Issues is resolved in NSX 6.4.2

Workaround is to disable FIPS to create a new BGP neighbor

Impact/Risks:
Cannot create new BGP neighbor unless the FIPS mode is disabled on the NSX Edge.
This configuration change requires a redeploy of the Edge.
