Cluster gets into ERROR state intermittently during upgrade destroy agency step

Issue/Introduction

Symptoms:

• Cluster gets into ERROR state during cluster upgrade destroy agency step. 
• You see an error in the cluster tab of Workload Management page.
• You see error message similar to:

A general issue occurred. Refer to VMware ESX Agent Manager UI for details.(Please Refer the screenshot in attachment.) 

Environment

VMware vCenter Server 7.0.x

Cause

This issue occurs when EAM monitor in wcpsvc sets wcp cluster phase to ERROR when receiving issues but was not reset after notifying EAM to resolve the issue.

Resolution

Refactor checkAndHandleIssues() in wcpsvc EAM monitor that look at the issues for all agents of all 3 callbacks.

Workaround:
Run this command to restart wcpsvc: service-control –restart wcp
