Harbor registry is unavailable when placing an ESXi host into maintenance mode

Issue/Introduction
Symptoms:
The environment is using the default WCP storage policy (FTT=1)
The environment has 3 or less ESXi hosts
Placing one of the ESXi hosts into maintenance mode causes the harbor registry to be unavailable.
Environment
VMware vCenter Server 7.0.x
Cause
The requirement is propagated from the data redundancy policy. The default WCP storage policy (wcpglobal_storage_profile) is backed by vSAN storage policy and it uses Failures to Tolerate (FTT)=1, which requires a minimum of 3 hosts.
Resolution
To resolve this issue, perform one of the following:
Add another ESXi host to the cluster
Use storage policy with FTT0 when enabling the harbor registry
