CTS 5.2 region is not getting TOP SECRET PHASE MESSAGES, during it?s startup.

Issue/Introduction
You are IPLing to bring in CA Common Services r14.1 and CICS/TS 5.2.
The CA-ENF task starts properly, but the CTS 5.2 region is not getting the expected CA TOP SECRET PHASE MESSAGES, during its startup.
As a result the CTS 5.2 region is not secured with the external CA TOP SECRET security interface.

CA TOP SECRET 15.0,
z/OS 2.1
CICS/TS 5.2
Cause
If you do not receive the TSS6093I - TSS/CICS Initialization Phase 0 started message, the product has failed to install, probably because
- the CA Top Secret CICS interface module, CAKSCINT, is not available
- all required DCMs are not installed
- the CICSREL parm was not updated to specify the value for this release of CICS
After confirming each of the above three items, it was discovered by reviewing a console dump of the CICS region that PTFs for module CAKSCINT, RO69900 along with RO69899, that are required to support CTS 5.2 were missing. According to the dump, module CAKSCINT was at PTF level RO36844.
Note! RO69900 is marked PE and the corrective PTF is RO71833
Resolution
Download, install, and deploy the necessary missing maintenance to provide support for this release of CICS.
Additional Information
Things to check for these type of problems:
Verify all required DCMs are installed.
- Review ENF parameter file (eg. ENFPARM) for DCM statements.
- Requires DCM statements for CAS9DCM2 and KO50DCM2
Verify CICSREL value. For CICS/TS 5.2 the value is '69'.
Verify current load module CAKSCINT is being picked up from the system linklist.
