"Insufficient Resource" error configuring a VM's virtual pmem device capacity equal to the available host pmem

Issue/Introduction
Symptoms: When configuring a VM with virtual PMem, the size of the virtual pmem device cannot be as large as the remaining pmem capacity on the host itself, due to overhead requirements for pmem virtualization. You will receive an "Insufficient Resource" error if you exceed the maximum virtual pmem device size.
Environment
VMware vSphere ESXi 7.0.0
Cause
Due to virtualization of PMem management overhead, a virtual pmem device cannot be configured to consume the entirety of the available pmem on the host.
Resolution
To resolve this issue, configure the size of the virtual pmem device to be less than the available physical pmem on the host.
The overhead for a virtual pmem device varies based on the configured size, but should be around 1.5 - 3 percent of the virtual device size.
