Issue/Introduction
Symptoms:
An issue was reported where a Host had the 'isVMHost' set to false, due to the fact that the vmIPAddress discovered by ESM was an address not directly accessible for Smarts. The Host was imported to IP/ESM via Mgmt-NAT IPAddress
This resulted in only one Minor Unresponsive notification due to the missing correlation.

Resolution
A code workaround was implemented to generate the PoweredOff notification but this is not an offfical GA EMC fix and can be offered only on an as-is basis with no support.
After the work around was implemented in 'esm-post.asl', ESM is now raising the PoweredOff notification.
Making the IP available in smarts would also work but that may not be feasible
