Resolution
Smoothing intervals are for Events and is not functional for an OI domain. The issue discussed was specific to OI is that the traps did not follow the delay expected with regards to Smoothing interval and the response is that smoothing interval does not apply to OI domains.
Basically smoothing interval is not designed for delaying of notifications. The reason we have a smoothing interval is when there is flip-flop of the same notifications getting active and inactive very quickly in a matter or few seconds, the event is not sent to the global manager every time there is a change. The smoothing interval defines the time in seconds the event has to be active before its sent to the global manager.
Secondly the smoothing interval is a Domain manager parameter which is the underlying Smarts analysis application, such as IP Availability Manager, Storage Insight for Availability, Adapter Platform, or other Global Manager that serves as a source of event and topology data.
The smoothing interval is applicable only for events and not for notifications. Its not applicable between SAM-OI or SAM-SAM. The smoothing interval is ONLY applicable for underlying Smarts analysis application, such as IP Availability Manager, Storage Insight for Availability, Adapter Platform, or other Global Manager that serves as a source of event and topology data. The Smoothing Interval parameter does not apply to underlying Adapter Platform servers.

SmoothingInterval Defines the time, in seconds, an event must be active before it is sent to the Global Manager. The default value is 65 seconds.
