Resolution
To start a SAM domain using a different rps, one would need to do the following:
1. Save the SAM rps file to the local/repos/icf directory.
2. Rename the SAM rps file to the name of the domain that you will call the new SAM domain.
3. Change the service to reflect the new SAM domain name.
4. Start your service.
