Resolution
In order to run NOTIF configuration against a domain running on a Linux server, one must install the NOTIF Editor first.
To install the NOTIF Editor-
-run the CONSOLE installation piece and select either the complete install option or the custom install option.
If you select the custom install option, you can manually select the NOTIF Editor piece to be installed.
Once installed, you can then configure it to connect to which ever broker/domain you like.

Additional Information
The NOTIF Editor can be a stand alone piece.
